CSGORoll classifies an account that has not been logged into for over three hundred days as dormant, and states that once classified, the balance of coins or skins is voided and the account closed. It undertakes to attempt notice fourteen days before, where it has contact details. CSGOEmpire's period is six years, after which it assumes the funds left on the account.
The practical rule that follows: withdraw a balance you are not actively using. It is not the site's job to remember you.

Identity checks are a matter of when, not if
Every ranked partner reserves the right to run an identity check, and the check usually arrives at the first withdrawal rather than at signup, which is the worst possible moment to discover it.

Getting around a block does not get you around the clause. CSGORoll's terms name the use of VPNs or proxies to bypass its restrictions and its identity checks as prohibited, and that is enforced at exactly the point a payout is being reviewed.
A block is not the clause
Reaching a restricted site does not make you eligible on it. The restriction lives in the terms, and it is applied at the withdrawal review rather than at the door. That is why the realistic cost of working around one is a closed account holding a balance.
Stopping, and the wording to read first
