Art. 29a ust. 2 of the Ustawa o grach hazardowych (act of 19 November 2009, consolidated text Dz.U. 2025 poz. 595, read 14 August 2026) states: "Zakazane jest uczestniczenie w grach hazardowych urządzanych przez sieć Internet przez podmioty niewykonujące monopolu państwa w tym zakresie, które urządzają gry hazardowe przez sieć Internet bez wymaganego zezwolenia." The penalty that reaches a Polish player on an offshore site sits in Art. 107 par. 2 of the Kodeks karny skarbowy (act of 10 September 1999, consolidated text Dz.U. 2025 poz. 633, read 14 August 2026): "Kto na terytorium Rzeczypospolitej Polskiej uczestniczy w zagranicznej grze hazardowej, podlega karze grzywny do 120 stawek dziennych." A fine of up to 120 daily rates, in other words, aimed at participation itself, with no custodial penalty for the player. What follows is the register that does the blocking, which platforms answered on Polish ISP DNS in May 2026, and how PLN moves in and out.

Poland's Gambling Legal Framework
Poland's primary gambling legislation is the Gambling Act (Ustawa o grach hazardowych) enacted in 2009 and amended significantly in 2017. The 2017 amendments introduced a register of prohibited online gambling domains and created a licensing framework for Polish-licensed operators under the Ministry of Finance.
The Domain Blocking Register
The 2017 Gambling Act amendment created a Rejestr Stron i Usług Niedozwolonych (Register of Prohibited Domains and Services). The Ministry of Finance maintains this list; ISPs are required to block registered domains. The register has grown significantly, as of May 2026, it contains over 30,000 domain entries, making it one of the largest domain blocking lists for gambling in Europe.
The blocking system works at the DNS level. Polish ISPs (Orange, Play, T-Mobile, Polkomtel) implement the block. The blocks do not apply to IPv6 addresses in many cases, and any public DNS server (8.8.8.8, 1.1.1.1) bypasses the blocks, as the blocks are at the ISP DNS level only, not a firewall-level block.

Individual User Legal Position
The heavier penalties fall on operators, but the player is not outside the statute. Art. 107 par. 1 of the Kodeks karny skarbowy (not the Penal Code, which is a separate act) covers organising or running gambling contrary to the Act: "podlega karze grzywny do 720 stawek dziennych albo karze pozbawienia wolności do lat 3, albo obu tym karom łącznie", so up to 720 daily rates, up to 3 years, or both. Participation is a separate offence one paragraph down. Art. 107 par. 2 covers taking part in a foreign gambling game on Polish territory, and Art. 109 covers participation in a game run contrary to the Act generally: "Kto uczestniczy w grze hazardowej, urządzanej lub prowadzonej wbrew przepisom ustawy lub warunkom koncesji lub zezwolenia, podlega karze grzywny do 120 stawek dziennych."
