SkinBattle's own domain returned an expired-registration page on every attempt we made, and its terms of service could not be reached at all. Here is what could be verified, and what could not.

Four dated events, each from a source listed at the foot of this page. The gap that matters is the five months between the last working capture and the expired registration: this is a site that was live and reviewed recently, not one that never existed.
Three facts to four open questions. Everything on the left came from requests we made ourselves; everything on the right needs the operator's own terms of service, which is exactly the document the expired domain takes offline.
We tried skinbattle.gg, the www subdomain, and its terms of service page. The root and www domains both returned the same Namecheap notice, "Domain registration has expired." The terms page 404'd three times. We could not read a single clause of SkinBattle's own terms.
That is a harder finding than a page being blocked: the operator's own site is not reachable by anyone right now, not just by our fetch. It may clear on a later visit, and the findings below mark exactly what that means for each claim.
What an expired domain means for a balance
A blocked page can be worked around. A lapsed registration cannot: there is no site to log into, no support to contact and no withdrawal form to submit. Anything left in a SkinBattle account is unreachable for as long as the domain stays down.
freeskinshub.net names the operator but not its country. hypeskins.com names a country, Belize, but not the operator. A third site, cs2bet.com, names Nicosia, Cyprus, but redacts the company name in its own text, and reuses a phrase found in that site's review of a different operator, so we are treating it as unreliable rather than as a tiebreaker.
"Skinbattle promo code" drives most of the search interest here. Several affiliate pages publish codes for it; none is SkinBattle's own material, and with the site down there is no promo-code field to check them against. We are not naming or endorsing any of them.
Case battles were SkinBattle's whole product, and that is the part a reader actually came here for. Since its own domain no longer resolves, here are sites running the same format that we have deposited on and reviewed ourselves.

What we could verify: the domain is currently unreachable, the terms page 404s, and an independent domain-reputation report separately calls it no longer online. What we could not verify: the operator's legal name and country, any licence, and whether the promo codes in circulation still work.
Domain registrations lapse and get renewed, so this is not proof the operator is gone for good, just that its own terms and a live promo-code field are unreachable right now. Try the domain again before relying on any claim above.
